Who We Are


Council Members

The council consists of five members:

  • two members appointed by the provincial government
  • two members elected by private Managed Forest landowners
  • a chair who is jointly appointed by the other four council members

Trevor Swan – Chair
Mr. Swan is a lawyer and professional forester. During his career in the forest sector, he has gained coastal and interior experience with both industry and government. He has contributed extensively to the development of forestry legislation, including the Private Managed Forest Land Act. In the mid 1990s he was Director of Compliance and Enforcement Branch, Ministry of Forests. Mr. Swan has a forestry degree from the University of British Columbia and a law degree from the University of Alberta. He currently operates a consulting firm, Common Ground Forestry, in Mill Bay on Vancouver Island. Mr. Swan has been Council chair since August 2004.

William Pryhitko – Owner Member
Mr. Pryhitko has worked for Beaumont Timber Company since 1984. He became Vice-President in 1995, and has been President and Chief Executive officer since 1999. He has been involved extensively with local, provincial and federal governments on a broad range of issues related to private forest land and has worked closely with the BC provincial government and forest owners throughout the development and implementation of the Private Land Forest Practices Regulation. He lives and works in Fruitvale, in BC's southern interior. Mr. Pryhitko has been a council member since July 2004.

Blair Robertson – Owner Member
Mr. Robertson has been active in private forestry and land management on Vancouver Island since 1990. He operates his family–owned managed forest on southern Vancouver Island. From 1996 – 2004, he acted as general manager of the Private Forest Landowners Association. By virtue of his involvement in the Managed Forest Program since its inception and through his ownership of private managed forest land, he has accumulated substantial experience with local and provincial governments on a variety of land management issues. He has a Bachelor of Commerce and MBA from the University of British Columbia and lives with his family in Victoria.

Ron Davis – Minister Appointee
Mr. Davis graduated in Civil Engineering from UBC in 1971 and began his career with the BC Forest Service after graduation. He became a Professional Engineer in 1973, and in his 35 years with the Forest Service, he worked in all facets of forest roads engineering, culminating in his becoming the Chief Engineer for the BC Ministry of Forests and Range in 2001. He received an Award of Excellence in Forest Engineering from the Foresters’ and Engineers’ Associations in 2004 for his work in legislation, regulations, standards and procedures related to forest roads, and looks forward to applying his expertise to private managed forest land. He retired from the provincial government in May 2006 and lives in Victoria. Mr. Davis was appointed to council in August 2006.

Rod Visser - Minister Appointee
Since 2009 Mr. Rod Visser has been the principle of Middle Point Management, a small firm specializing in corporate development and negotiations for First Nations in the resource sectors. He earned a BA (Hons) from Queen’s University in 1988. From 2001-2005 he was the North Island MLa in the BC Legislature. After 2005 he worked with the Pallan Group facilitating partnerships in forestry with First Nations. Mr. Visser has a strong history of community involvement and sits on several First Nations corporate boards and development committees. He has been a director of the Truck Loggers Association, the Pacific Salmon Foundation, and Future of Forestry Task Force established by the City of Campbell River. He has extensive experience in working with First Nations and their relationships with public policy, board governance, and corporate and small business interests.


Executive Director

Stuart J Macpherson, RPF, CEA, EMS (LA)
Stuart Macpherson is a registered professional forester and certified environmental auditor. Since commencing his career in 1974 in the forest sector in British Columbia, he has worked in various positions with BC Assessment, the BC Forest Service, a major forest company and major forest consulting firm. He has a broad background in woodlands operations, forest management administration, project evaluation, resource planning, forestry inventory, and timber appraisal. He became a forestry consultant in 1987 and since 1993 his consulting firm has provided services to the forest sector in sustainable forestry certification design, forest policy interpretation, due diligence reviews, expert witness, project definition studies and evaluation, forest practices auditing, forest management planning, public consultation, and project management.
