How to Apply / Management Commitment

There are four steps that a landowner takes to apply for Managed Forest Land Class:

  1. Ensure the land is eligible for Managed Forest class
    – see Managed Forest Land Class Requirements & Obligations.
     
  2. Review the Private Managed Forest Land Act and regulations to ensure willingness to comply with these standards – see Managed Forest Legislation.
     
  3. Fill out a Management Commitment Form (PDF | Word). Refer to the Management Commitment Form Instructions at the back of the form for details about the information required in the Management Commitment.
     
    If the property has more than one owner, then
    • all owners can sign the Management Commitment
    • or the owners can use the Authorization to Act as Agent form to appoint an agent or one of the owners to act as agent with respect to the Management Commitment. The form is signed by all owners.
       
  4. Send a complete copy of the Managed Forest Class Application to the Private Managed Forest Land Council at:

    Note that applications for managed forest land class must be received by the Council by August 31 of each year in order to be considered and processed for the next year’s assessment.

    The application must include:
     
    • Signed Management Commitment
       
    • Map(s) showing property location, forest cover, and existing roads
       
  5. Acceptance Process
    The Council reviews the management commitment to ensure that it complies with the requirements of the Private Managed Forest Land Act and regulations. If there are questions or deficiencies, Council contacts the owner to work through them until the commitment meets the required standards.
     
    Council then sends the owner a letter to advise that the management commitment has been accepted, and forwards the commitment to BC Assessment Authority, who determines whether the property may be classed as managed forest land, (property class 7), under section 24 of the Assessment Act. BC Assessment sends a letter to the owner advising of their decision. The Council also sends a confirmation letter upon notice by BC Assessment that the property has been classed as managed forest land.
     
    Once the property becomes managed forest land, the Private Managed Forest Land Act and Regulations apply.

Amending a Management Commitment

A managed forest owner may wish to amend the management commitment to:
 

  • Add land to existing Management Commitment
     
  • Remove a portion of land from existing Management Commitment
     
  • Change specifications of existing Management Commitment
     

Variances

A managed forest owner may request a variance with respect to private managed forest land legislation.
